  3. 1. The CPSAve calculation is now based on total time and bytes
  4.    transfered.  Aberations in the block CPS will NOT affect the
  5.    CPSAve calculation.

  7. 2. Based on 1 above, the CPSAve numbers should be used to decide
  8.    how fast the actual transfer is being made.
  9.
